Castlevania Rondo Of Blood Iso Download

I was wondering if anyone ever attempted to convert Rondo of Blood into a VC with the English patch. Strangely enough when Konami released this as a VC over here, they did not bother to translate it at all. Since then the fan made translation was completed, but I have no idea about how to go about converting a PC-Engine ISO into a VC. I know how to do roms for about ever other system, but am clueless when it comes to ISO conversions. Has this been attempted? Likewise has anyone attempted to convert any of the PC Engine CD translations over to VC such as Ys IV? That is fantastic to hear, sadly the IRC channel is empty, even though I found an update in relation to it form no less than a month ago.
